Exposing over-reporting of climate finance
Challenge – most climate finance is taken directly from development budgets
In 2009 developed countries committed to supporting adaptation and mitigation in developing countries by providing scaled-up, new and additional finance reaching USD 100 billion a year in 2020. Not only did they miss this target, but CARE also documented that most of public climate finance is taken directly from development budgets. This means less support for health, education, women’s rights, poverty alleviation, and progress towards the achievement of the SDGs.
Solution – launching the “That’s Not New Money” report
Launched the report “That’s Not New Money” to expose developed nations’ over-reporting of climate adaptation finance, highlighting that 55% of the global North’s public climate finance is development finance being diverted towards climate change action.
Strategically, we launched the report just ahead of the G7, attended by world leaders, to influence the ongoing debate.
Results – reaching an audience of over three million
We landed 51 media articles achieving 756,000 views and an audience of 3,060,000 worldwide. Media articles included Forbes, Euronews, Tagesspiegel, El Confidencial, The Wire, and more.
Impact – highlighting a lack of action by powerful governments across the world
The report constituted a credibility test for G7 leaders as they met in Germany to grapple with a host of crises, including Russia’s invasion of Ukraine. While climate finance was expected to be on the agenda, CARE’s findings highlighted a significant gap between the words and the deeds of some of the world’s most powerful governments.
